2005-2006年度冬春农田水利基本建设实施意见OpinionsontheconstruetionofwaterconservancyandwaterconservancyprojectsinwinterandspringinXingyangfrom2005to2006YingZheng2005No.12Tofurtherimplementthespiritofthecentraldocument,vigorouslycarryouttorepairthedamagedworksandriverdominatedthiswinterandspringirrigationandwaterconservancyprojects,andvigorouslypromotethe"spiritCup"and"ZhongzhouCup"contesttothedepthdevelopment,accordingtotherelevantrequirementsoftheprovince,ZhengzhouCity,combinedwiththeactualcity,weputforwardthefollowingopinions:I.guidingideologyAdheretotheparty，ssixteen,thespiritofthethefifthPienarySessionofthe16thCPCCentralCommitteeandthecentralwaterconservancyworkguidance,focusonthegoalofbuildingawell-offsociety,conscientiouslyimplementthePartyCentralCommitteeandtheStateCouncilonstrengtheningtherelevantpoliciesofagricultureandwaterconservancyinfrastructureconstruction,adheretothecombinationofagricultureandindustry,andthecombinationoffloodcontrolanddroughtreliefcombination,adheretopromotetheindustrytoadjustthestructure,tosolvethe"threeruralissues"asthefocus,overallplanning,focused,innovativemechanismstoimproveefficiency,effortstoimprovethebasicconditionsofagriculturalproductionandimprovethecomprehensiveagriculturalproductioncapacity,tocreateanewsituationinourcitywaterconservancyworkcomprehensively.nTwo,objectivesandtasksThiswinterandspring,themainobjectivesandtasksofwaterconservancyconstructionisaneweffectiveirrigationareaof2000acres,thenewHanlaobaoshouTianareaof2000acres,withanewhitwells50,newwater-savingirrigationareaof2000acres,thenewterracingareaof1000acres;completesmallwatershedareaof3squarekilometers,governanceditches37andthelengthof139km;tosolvethesafetyproblemsofdrinkingwaterof15thousandpeople・Three,keytasks1、safetywaterengineering・Foralongtimetocome,ensuringthesafetyofdrinkingwaterinruralareasandmaintainingpeople，slifeandhealthwillbethetoppriorityofruralwaterconservancy・Ourcitywillalsosolvethesafetyofdrinkingwaterfor198thousandpeople,thetaskisveryheavy.ThiswinterandnextspringIwillactivelyimplementtheruraldrinkingwatersafetyproject,thestateandtheinvestmentprojectfunds5million400thousandyuan,mainlytosolvethesafetyproblemsofdrinkingwaterfor15thousandruralpopulation.2,repairthedamagedworks.FocusonRiverKing,TangGang,Chubuilding3medium-sizedreservoirsandcanals,riverfloodengineeringtriumphcablerepair・ThekeyistorepairtheWangRiverreservoirdamreinforcementandflooddrainagedredgingprojects,planstoinvest760thousandyuan,theuseofearthworkof19thousandsquaremeters,hasstartedconstruction;TangGangreservoirwithcomplexrebuilttheEastandwesttwoflooddrainageplanning,investmentof467thousandyuan,with5thousandand800squaremetersofearth;ChunLoureservoirtorepairthedambackwaterslopegullyand135meterslongfloodroads,planningtoinvest120thousandyuan,3thousandand500cubicmetersofearthandstoneexcavation;VictoryCanalplanninginvestment450thousandyuan,theuseof2thousandand700cubicmetersofearthandstonerenovation,channel155meters,70metersoftunnelrepair・Inordertorenovate300metersembankment,bankslopeand1280squaremetersembankmentrevetment,theriverchannelprojectisplannedtoinvest840thousandyuan.Inordertoensuresafetyinthefloodseasonandfloodseasonnextyearspringspringplanting,thetownship(town),theofficeshouldpaycloseattentiontotherepairofdamagedworks,especiallythefloodcontrolengineeringandirrigationfacilities,shouldberepairedassoonaspossible・Thewashoutoftheruraldrinkingwaterprojecttogiveprioritytorepair,toensuresafetyofdrinkingwatermasses,andearnestlysafeguardthevitalinterestsofthemasses・Smallreservoirwherethetownship(town)assoonaspossibletorepairthedamagedareaofsmallreservoirengineering・3.floodcontrolprojectconstruction.FocusontheSouthBankoftheYellowRiver,SishuiWangcunsectionslopeprotection,floodcontrolsystem,SishuitowngovernancedryriverandcableRiverfourperiodconstruction.TheYellowRiverSishui,Wangcunsectionslopeprotectionproject,planstoinvest100millionyuan,fromSishuitownvillagetoplantirrigationstationpilinghole4000meters,slopeof70degrees・Sishuitownfloodcontrolsystemengineering,composedofthreedrainageengineering,namelyquietditcheastsectionofHenanriverdrainageworks,drainageworksandnewSiLiaoYutheYellowRiverdrainageproject・QuietditcheastsectionofHenandrainageengineeringconstructionofdrainageditchesofmorethan1200meters,theconstructionofbridgeandculvert3,3600cubicmetersofearthexcavation,masonryof3000squaremeters,invested400thousandyuan;SiRiverdrainageprojectplanningnewconstructionof3500metersofdrainageditches,investmentofabout900000yuan;LiaoyudrainageengineeringsectionoftheYellowRiverplanstobuild3000metersdrainagetheditch,700thousandyuanofinvestment・Dryrivertreatmentproject,planstoinvest600nthousandyuan,excavationearthwork85thousandcubicmeters,do2.3kilometersofriverdredging,dredging・ThefourphaseofSOKRivergovernancewasbasedonthe560successivethreeyearsandthreestagesofthe2002,2003and2004years,andinvestedabout2200000yuanagaintocontroltheupperreachesoftheriver・4、southtoNorthWaterDiversionproject・Ourcitymainlycooperatewithlandcompensationandresettlementofmorethan3000migrantsi
