Research suggests that w hen a group of people w itness an emergency,‎ people are lik ely to assume that somebody else w ill intervene and they feel that the burden of responsibility is lifted from their shoulders.‎ Perhaps the answ er to this sort of thing is to introduce a “Good Samaritan” law. This already exists in France and places, a legal responsibility on people w ho w itness an emergency situation to help out as long as they can do so.
